I believe the other numbers refer to other alien guardians, their civilizations, who have also signed off on the plan for the Ba’alaket to take Venus.

These groups along with the Kayeen represent the full Consortium.

We have not been represented, as we are still considered cattle.

After we answer the beacon, we would have possibly had a say, but it will be after the Ba’alaket will have already taken possession of Venus, so it will be too late to weigh in.
